The issues before Conference of Disarmament are:
1. The impact of the uncontrolled spread of illegal small arms/light weapons on the realization of the MDGs
2. Observance of environmental norms in the drafting and implementation of agreements on disarmament and arms control
The impact of the uncontrolled spread of illegal small arms/light weapons on the realization of the MDG’s
The Italian Republic is absolutely concerned about the negative effects that uncontrolled spread of illegal small arms is causing to humanity and the obstacle that this situation represents for the realization of the Millennium Development Goals.
This government supports the United Nations Conference on the Illicit Trade in Small Arms and Light Weapons in All Its Aspects and has worked with accordance to the Programme of Actions of 2001.
This nation is conscious that the spread of small arms and light weapons has become in a transnational problem and it is necessary the states cooperation to solve this problem that is affecting all regions in the world. Due to this situation, Italy has been working through international organizations which are concerned with humanity security like United Nations, North Atlantic Trade Organization, European Union and the Euro Atlantic Partnership Council and the Organization for Security and Cooperation in Europe within the programs to eradicate illegal trade of small arms and light weapons.
Believing that this problem urges for actions inside and outside the state, Italy has implemented programs to control brokering activities, support transparence in military expenditure, assistance to states for curbing the illicit traffic in SALW and the destruction of 2,461 SALW through UN mission in Iraq, Kosovo and Bosnia.
This nation will keep working within these organizations and exhorts to other nations to maintain peace missions through UN to destroy SALW in Sub-Saharan Africa in order to limit their use in civil wars, terrorism action and organized crime. In addition this nation offers technical assistance to countries that are emerging of civil wars or violent movements like Kenya and South Africa.
Observance of environmental norms in the drafting and implementation of agreements on disarmament and arms control

Environment has always been a priority to Italian government. This nation has participated in the UN Framework Convention on Climate Change; the Convention of Biological Diversity and UN Convention to combat Desertification and ratified the Kyoto Protocol adopting an amendment of legislative decree 16/06 to create a flexible mechanism to create facilities for the realization of projects dedicate to sustainable development.

Disarmament and arms control is absolutely related to sustainable development. Italy believes in “a new philosophy of economic growth in which development must not neglect social equilibrium and environmental protection.”
This nation has been working within United Nations and European Union to build a policy which main objective is to offer a better way of life to the world’s society. Italy believes that Millennium Development Goals can be achieved through international cooperation and one of their main contributions is the economic support to international organizations investment to protect environment.
Italy has developed a Green Diplomatic Network since 2003 which can be applied in disarmament policy. Small arms and light weapons are being spread by illegal channels. This situation affects people security and contributes to create new practices that affect environment.

Italy supports a policy of disarmament that does not affect our environment. That is one of the mean reason that the actions made for this government like destruction of small arms and light weapons cannot be made without take in consideration environmental rules. The control of production of small arms and light weapons should be made with accordance to our principles about environmental policy.
